Insurance Requirements for California Plumbing Contractors

Plumbing contractors work with pressurized water systems, gas piping, and sewer infrastructure. A single failure in any of these systems can cause tens of thousands of dollars in water damage, structural compromise, or health hazards. The insurance profile for plumbing contractors reflects these risks.

What the CSLB Requires

A C-36 license requires the standard $25,000 contractor license bond and workers' compensation insurance (or exemption for sole proprietors with no employees).

The license bond does not cover property damage from burst pipes, sewer backups, or gas leaks. It covers violations of the Contractors State License Law only.

General Liability for Plumbing Contractors

Plumbing contractors carry moderate-to-high liability premiums. Water damage is one of the most common and costly types of construction-related claims, and plumbing work is the primary source.

Standard minimums are $1 million per occurrence and $2 million aggregate. Plumbing contractors working on commercial properties, multi-family buildings, or medical facilities often need higher limits.

Specific Risks for Plumbing Contractors

  1. Water damage. A failed connection, improperly soldered joint, or burst supply line can cause flooding that damages flooring, drywall, electrical systems, and personal property. Water damage claims are among the most frequent in the plumbing trade.
  2. Sewer and drain work. Sewer line repairs and replacements can affect neighboring properties, public infrastructure, and environmental compliance. Contamination claims add significant exposure.
  3. Gas piping. C-36 licensees are authorized to install gas piping and connections. Gas leaks carry explosion and carbon monoxide risks comparable to those faced by HVAC contractors.
  4. Mold and moisture. Slow leaks behind walls or under floors can cause mold growth that may not be discovered for months. These latent defect claims can be filed years after the original work.

What Homeowners Should Verify

  1. Active C-36 license on the CSLB record.
  2. License bond and workers' comp confirmed current.
  3. General liability insurance with at least $1 million per occurrence. For projects involving sewer line replacement, ask about pollution liability coverage.
  4. Permits. Plumbing work in California requires permits and inspections. Confirm the contractor will pull all required permits.
